How can another Trump be prevented?

When the 2016 primary season started, the candidates in the first Democratic debate were:
1/ A sitting U.S. Senator who had been a congressman and a mayor;
2/A former two-term U.S. Senator and former Secretary of State;
3/ A former two-term U.S. Senator and former state governor;
4/ A former U.S. Senator and former Marine officer who was a decorated war hero.
5/ A former two-term state governor who had been a two-term big-city mayor.

There were 17 candidates starting out in the Republican primaries, so many that there had to be two separate debates. Most candidates were current and former senators, congressmen and governors, with extensive public service backgrounds. The cast of characters also included a surgeon with no political experience or even worldly knowledge, and a corrupt real estate huckster with mob connections whose ignorance was only surpassed by his prejudice, delusions and meanness.

Of course we know who won. Question: Can both parties -- but particularly the Republicans -- develop fair rules that would prevent anyone like Trump from placing their name on their party's primary ballot? At a minimum, previous experience in national political office could be required. What else? Should literally anybody be able to run in a primary? Would "rank-voting" -- choose first choice, second choice, etc. -- be a solution? Discuss.
