Police Duty to Protect

U.S. District Judge Beth Bloom dismissed a suit filed by 15 students who claimed they were traumatized by the crisis in February. Bloom ruled that the two agencies had no constitutional duty to protect students who were not in custody.

I've read in the past about how the police in the USA are required to protect society in general, not actual persons.

Does this attitude exist in countries other than the USA?
