Several fail the simplest test. Do governments ever get voted out?
People seem to react to a failing Democracy with a resort to the outsider strongman who claims to be able to fix everything very simply. This usually means blaming a group of outsiders. If only they were gone, everything would be good again.
By the time it gets to this stage it is getting uncomfortably close to a point of no return to a real democracy. Already the seeds of decay have been sown by

- Divisive wedge politics that frighten people and make them believe they are in a real dilemma when it is really a false dilemma.
- Corruption
- Massive wealth inequality
- Instability
- Lack of respect for Democracy by the very people are employed to carry it out.
