S.F. Supervisor declares homeless state of emergency

How much more money does the city of San Francisco need to "solve" this problem? Currently, the city spends $241 million on numerous programs to aid the homeless. Recent estimates put the homeless population in S.F. at 7,500. Simple math tells us that equals $32,000 spent per homeless person annually. Perhaps more taxes. Stick it to the property owners or to the tourists, will it solve the problem?"
