When did Heaven or Hell arise as concepts?

I know Hell isn't a concept just started by Judeo Christians but if there are classical scholars on board when do you start reading of Heaven and Hell? I can imagine if a Religionist has a stone engraved with social rules but people ignore it: then the idea of reward and punishment arises. Only natural. Does anyone know when that moment was when these were born?
