Clarification on Anti-Fraterinization Regs in the US military

I'm a little confused about Anti-Fraterinization regulations, as a few weeks ago, I saw what appeared to be a fluff-piece apparently about a husband and wife who are both Technical Sergeants in the Air Force.



Aren't Anti-Frat regulations pretty straightforwardly against this, or is there something I'm missing?
