The election supposedly can't be hacked

I keep seeing experts say that the election system can't be hacked...

... mainly because the system isn't centralized, and the voting machines aren't on the internet:

Everybody knows which states are swing states, including Russia naturally. In a close election, tampering with the vote in selected precincts in selected states certainly could impact the outcome.

I'm skeptical that it's "virtually impossible". Your thoughts?
