The right to refuse doing your job and keep it

Just out of curiosity do you have a right to accept a job, especially in a public institution, then refuse to do your job, and keep it, rather than being fired ?

"I would like to issue a statement that I will not be issuing same-sex marriage licenses due to my religious convictions," Katie Lang wrote in a statement posted on the county clerk's website.

Though the Supreme Court ruled Friday that the U.S. Constitution guarantees a right to same-sex marriage, Lang said the Constitution also guarantees her freedom of religion.

It may sound like she's flouting the high court's ruling, but she has the backing of her state's top law enforcement officer.

And if the supervisor allows such antics, can a tax payer sue to have the government enforce that people do their job and get fired if they refuse to ? In other word do the general public have a recourse when the officials flaunt the laws or constitution ? As per above both the woman and her supervisor intend to flaunt the constitution and not do their job.

(ETA: yes I understand that the office will do her job for her "Lang later issued another statement, which made clear that although she won't issue marriage licenses to same-sex couples, her office will." but what is the recourse of the public with such job dereliction ?).
