Need to set up caching proxy and limit internet access for 106 people

I am managing a camp in a remote location that will have a mix of 106 state and federal employees and volunteers working on flood recovery from June through October. The internet access we have for personal use at the camp is a 1.5Mbit DSL. This internet is primarily for people to check email and do some very light browsing (work is done on other networks at other locations). Right now, I am looking to put together a Linux box (probably Ubuntu 12.04LTS which I am very familiar with or 14.04LTS which just came out) to act as a caching nameserver using Bind9 and a caching proxy using Squid. The web server will be Apache2. The users will access via WiFi, and the box I want to set up will sit between the existing DSL router from the local telco and WiFi base stations that I will set up (simple home WiFi routers, most likely).



I am looking for suggestions for additional software or special configurations you think would be useful or any other suggestions. I would like the ability to block certain services (youtube, Hulu, Netflix) or otherwise restrict the amount of bandwidth used at any given time or total data transfer for each person. I do not have any budget to do this, so I'm staying with free/oss software and hardware I already have access to.



Any tips or suggestions would be greatly appreciated.
