A wise king

I had an argument with someone a while ago about kings.

Their position was that, because in literature and especially folk tales the archetype of a wise and benevolent king was so common, that was something that a lot of the old-time kings had, as opposed to the attention seeker royalty of today.

My position was that a king that had power could only keep it by being a harsh and ruthless politician and that all the kings that are styled 'the great' would in the modern day be up before the international court for crimes against humanity.

But I can of course be wrong. Can anyone give me an example of a real king/queen that had actual power who we, even today, would consider an example of a wise (and benevolent) ruler?
