Hopefully some of the aviation people here can help me answer this question.
This blog has this photo on it, and it's getting around FB via a bunch of chemtrailers who claim this is proof of something something something chemtrails.
I did a search with Tineye and found this source. It appears to be, and the discussion below sort of confirms, that this is some sort of ballast testing setup. Is that what it is? I'd like some more info on that from anyone who has done flight test work and could give me some more detail about what is going on in this pic.
