Bernie Sanders panders to the minority vote

I am curious how others see the response Sanders gave to a question about minorities and crime.

I don't recall the exact question but as much as I respect his opinion on many things, he ranted about the injustice of blacks being jailed at 4 times the rate of whites for marijuana possession, even though he claims they don't use it more than whites ( BTW, I am in favor of legalising).

He also seemed to think that it was discriminatory to have more policing in high crime areas, even if some might be minority.

It strikes me as a blatantly pandering effort for some votes, but the real questions I pose are:

Are people really jailed for personal use quantities of weed?

Is it wrong to allocate policing for areas where more crime occurs, regardless of racial makeup?

If true, why are blacks arrested (jailed?) for marijuana possession at many times the rate of whites? Is it because they are not allowed to smoke at home but whites are? Doesn't make sense.
