The taboo surrounding "boys" and gay sex

I was reading news on the Gurdians front page when i saw this article: http://ift.tt/1ABI8yB



When i read this article i saw something that really bothers me and it's the inconsistent usage of adjectives that describe male youths (and often both females as well). This part really stood out:

Campaigners believe that the objections about benefiting paedophiles could be overcome by introducing two amendments to the relevant legislation to make clear that the men would have acted wholly lawfully under today’s law. The amendments would say that the sex took place between men aged over 16 and that they were both consenting adults.



In this case the part of "consenting adults" is utterly preposterous as 16 year olds are not legal adults, they are still minors according to present British law. I'm struck by the unwillingness people have to describe teenage/adolescent homosexual partners as "boys" and instead nearly always prefer to call them "men" or "young men" instead. Even if it's perfectly legal to have sex with, lets say, 16 year old male youths there's something icky and wrong with calling them boys. You might even want to call them "twinks" if you are in a gay crowd, even though that's supposed to mean those that are something like 20+ and try to look like they still are youthful teenagers.



Why is that?
