To demonstrate this very point, the UK Prime Minister has chosen to spend a significant sum having one of the RAF's refueling planes kitted out as a Prime Ministerial jet which could also be used by other ministers, the Royal Family and indeed for its intended purpose (as an RAF refueler) when not being used on VIP duties.
The argument is that it's more cost effective than chartering a plane (though strangely this was not the case when Tony Blair proposed getting "Blair Force One" - then again he did say he wanted two planes) but even if it is, does it send the right message to the electorate.

Personally the costs one way or another are likely to be a drop in the ocean but IMO it sends entirely the wrong message, especially when the "we're all in it together" message is wearing so very thin.
