The question of the thread is what tech should we use and what should we not use in the fight against ISIS?
While the debate over what role decryption played in the ISIS Paris attackers, ISIS in general have been increasingly using decryption to carry out communication with terrorist cells worldwide.

As for decryption, I don't think banning one app would likely help that much. Another one would just take its place, and a back door for all decryption would be create enormous increases in data theft.
Maybe there are certain features like the self destruct feature that is ideally suited for terrorists or criminals (or people cheating on their spouses). I guess I wouldn't be against limiting decryption apps, but I am not sure what type of Pandora's Box that would open.
As for what tech I do think should be used...:D
ISIS has caused thousands of unnecessary deaths, and reducing their ability to carry out strikes in Syria, Iraq, and abroad through Coalition strikes is a morally just action to take. However, the main problem now is reducing civilian casualties, and the financial cost of strikes.
The first tech I think we should use is:
Rail Guns.

Place a few of these in Turkey, Jordan, and possibly Kurdistan, and you could have constant fire on targets for much cheaper than the current strikes. With a range of around 250 miles, this would put a lot of ISIS territory under severe pressure. The technology has been proven, but not deployed yet. This is a perfect chance for a field test.
The second tech is:
Unmaned surveillance mini blimps with self guided bullets
Combine the Persistent Surveillance system blimp with an ample supply of recently released DARPA EXACTO self guided bullets.
The coalition would have much more accurate information for air strikes, and the ability to potentially take out dozens and possibly hundreds of specific targets in a day.
