"Time Out" is Considered Abuse??

OK, this is a half-assed post, because I don't have the actual details, but this is the gist of it...





A local school here in NY sent out a letter to parents advising that, if a child mentions he/she is put into "time-out" while at home, that the school is legally obligated to notify Child Protective Services (CPS).





Now, I have not seen this letter, so I can't verify that's what it said. This is what I was told by a friend who has a child entering 1st grade in said school.



Since I could easily dismiss this as someone misinterpreting some strangely worded letter, I didn't think much of it until I heard this same discussion yesterday...from my wife's friend in Ohio. She, too, has received a letter from her son's school stating the same thing.



Has anyone else in JREF heard of this? If it's true (which I can't pinpoint yet), where is the justification?



Anyway, there's no sense in me arguing with a strawman...can anyone confirm that schools are telling parent's this? I can't seem to find anything on Google...
