Well, obviously not, there's clearly something wrong with it, my understanding of physics is pretty poor.
Spin a disk until it's at relativistic speeds and it gains mass? (I think)
Shoot it from one end of a tube to the other and it provides thrust?
Stop it spinning, then stop it moving and then send it back.
Now, there's x kg moved from one end of the tube to the other and x + y kg back the other way but everything's back where it started.
Have I generated any thrust at all?
