19 yr old woman charged in alleged sex assault; she was 10 at the time

Can anyone unravel this for me? A 10 year old girl supposedly orders younger kids to perform sex acts. It's reported many years later. The woman is now charged as an adult for what happened when she was 10?



Can a 10 year old order people to perform sex acts?



How would she know about that unless she was a victim herself?



Will this prosecution go anywhere?
