While away on his secret ninja missions he billed first-class flights, hotel stays and limousines to the EPA. In addition to his 200k+ salary.
I wonder what the carbon footprint of all those flights, limos and his two houses was?
How long did he get away with this? Ten years. And nobody noticed or said anything. Nobody bothered to check anything.
Not to be outdone. When he "retired" he couldn't give up the greed, getting his paycheck for another year and a half. He would have gotten away with it if he hadn't done that.
