It should be called "Systemic Bias" not "Systemic Racism"

I have been mulling over for the last few hours over a very small race related topic in my head that I have an issue with, and I was obviously wondering what other people thought.

I have come to to the conclusion that I do not like the term "Systemic Racism". To me it is a very subtle psychological nuance that stirs up hatred, and even more so implies it has an answer to questions someone can not know for sure.

What I mean is that when someone says something along the lines of "The reason many young black youths are incarcerated is because of Systemic Racism", it seems to imply they know for sure the reason this occurs, and that the reason is simply racism. Literally, the phrase loosely breaks down to, the system hates black people. I also do not believe the system itself is out to catch black people, or that it was created in a way to only lock up minorities because of some sort of hate for them. To me that sounds silly, especially when so many other things could be the reason. The system does not HATE you...

I would prefer people just acknowledged there exists a "Systemic bias". This phrase does not pretend to know the answer to such a question like "Why are black youths so often incarcerated?", nor does it incite any type of severe anger or emotionally charged responses. Poverty could be the reason so many black youth are arrested and put in the prison system, figuring out why that is is a whole other ball game. Maybe its a result education? Who knows, but to call anything Systemic Racism infers that you know why the system is acting on these people the way it does, and thats because its racist. (AKA hates them)

I know its a small almost meaningless topic, but any thoughts? Its just been in my head for a day, and I always come here for the opinions of the people at Jref.
