Is Anthem Blue Cross lying to me??

ETA --- Just frustration from hearing three different answers from as many people.





I don't doubt the answer is more complicated than yes or no, but I haz a conundrum:



I have spoken now to two licensed insurance agents from Anthem. Also talked to one heathcare.gov agent who said she handles exchange questions.



Here is what I asked all of them:
"What is the "multi-state insurance and how does it differ from the other plans?"



What a general web search tells me (after I'd called anthem):

It's for families who live in different states, so they can have the same plan.



What the Anthem sales reps are telling me:

"If you live in Indiana, and get in a car crash in Kentucky and have to go the ER, the multi-state plan will pay for your ER bill. If you don't have the multi-state plan, you're on your own."



WTF?



I had never heard of an insurance company denying coverage for emergency care in another state. Even according to Anthem's own brochure, "Our plans cover emergency and urgent care in every state through the Blue Cross and Blue Shield Association's BlueCard Program. This means you and your family have emergency and urgent care coverage from coast to coast."



The agent is telling me I need a "multi-state" plan in order to have emergency care coverage.



When did THAT start? Or are they simply clueless? Has anyone heard of this?
