Who suffers more. Drug addicts or society?

I've had a lot of trouble with people on drugs in past years. One used PCP and had these screaming spells and he was not above stealing and another one on crack cocaine who assaulted me while I was on break.

I personally feel that these people bring their misery on themselves.
