Fixing the US Criminal Justice System

In the "Death penalty thread", a debate started on the US Criminal Justice system's problems, namely,

1. The US having a Recidivism rate of 60%

2. The War on Drugs and politics of "tough on crime" leading to institutional racism and #1

3. The US having the highest prison population in the world.

4. Criminal records being more accessible than before thanks partially due to the internet, making it impossible for an ex-prisoners to get a job or housing, thus leading to #1.

5. Anyone attempting to change the political dialogue of criminal justice being branded "weak on crime".

6. Rich people can afford to get away with heinous crimes (not just in the US, but OJ simpson was a notorious case of this)

So, any solutions to these problems?
