Last week I did an outreach shift in the area of North West London where I work. I found about 20 Romanians in one room in a dilapidated old house. Conditions were horrific, as you can imagine. They are here because they can earn more in a day working cash in hand than they can in a week in Romania.
Common thinking among outreach teams is that there is only one thing can be done to help these Romanians: reconnection back to their home country.
The only problem with this is that there is nothing to stop them coming back the next day, as many do. Immigration cannot help as these chaps understand the law and only stay in the UK in three month bursts. At the end of three months they go home for a few days before returning and starting over. If after three months you are not exercising your EU treaty rights by working, claiming benefit, in education etc, then you are liable for deportation. But even if you are deported, nothing stopping you coming back the next day.
Arresting them has little use (besides, a lot of them are only committing the crime of sleeping rough) as you can only nick them for a couple of hours.
So short of changing EU law, what do you think the approach should be towards these destitute Romanians, especially with changes in January coming with regards to their access to work and benefit.
