Is statistical expertise required to understand scientific research?

Is expertise in statistics required before one can "read any kind of research and understand whether the conclusions are sound?" Without an education in this mathematical science, can one "judge [another's] ability to read research and know whether any kind of critical thinking skills were used to assess the conclusions"?
