Did This Take $100,000,000 and 3 Years to Build?

Of course I realize there are more parts to the Health Care Exchanges than what is offered by ValuePenguin and my title is with tongue in cheek. But I would love to know how long and how much it cost them to get their site up and running.

I doubt if it would take a few programers more than a month where I work.

Even with all of the parts involved I have a hard time believing it couldn't have been in much less time for much less money. I am involved in software development but of course on a much smaller scale although in some ways more complicated.
