Remap the Keyboard for Win10

I have searched in vain for a keyboard remapping tool or explanation to remap via the registry to remap a key to a string. I have found KeyTweak and all its cousins but they only allow mapping one key to another. I am also aware of AutoHotKey but that's a complex scripting tool which is a) way more than I need and b) does not act via the registry. It basically runs as a service.

Do you know of such a thing? A tool or a "help" explanation on how to do it? Or is such a capability just simply not allowed?
