Why does the United States owe money to itself?

This article is dated by two years, but I found it from doing some searching after hearing on the news the upcoming vote to raise the "debt ceiling"...again. It would be different if the FED was the IMF, an international organization. But supposedly, the "FED" is owned/run by the United States. Why do we owe money to ourselves?
