Kerry explained this already. Mixing in prisoner release/exchange negotiations with broader deals, like nuclear weapons control, encourages other parties in the future to use prisoners as leverage in negotiations.
It's incredibly foolish, as is the unmitigated ass who proposed it. He's not as bad as most of his GOP brethren on some domestic issues, but his ignorance and bluster would be a complete disaster in foreign relations. He seems to think that good diplomacy consists of foot stomping and arm twisting. One of the things that is most galling about the Iran deal to so many here is that it exposes some of the limitations of American power.
