I'm betting this has been beat to death elsewhere. If someone has an indication of where to find it, mods please move, close, etc as seen fit. But I've been looking and cannot find a clear cut answer searching here or in the literature.
What was NIST's reasoning in using the parapet as a starting point for "timing of collapse" over the penthouse in 3.6 p. 44 ? Is this merely a semantic choice of "global collapse" meaning what was left of most of the visible building over counting what they appear to as categorize "failures" in regard to the penthouse?
