Digging up the dead to identify the remains

I don't quite understand why we do this in certain specific circumstances. For example, this is happening:

To not sound like a monster, let me clarify. I understand exhuming graves in order to determine identity in cases like unsolved murders and needing to verify the body, gather evidence, etc. I understand doing this for the recently deceased as well because wounds are still fresh and many immediate family members may still be alive.



In the case of something like in the example above, where the people are pretty much known to have died in the attach on Pearl Harbor which was a very long time ago now, and the bodies are pretty much known to have been placed in the various graves there, what does this accomplish? It seems like an expensive endeavor. There aren't likely many immediate family members left, and this was a long time ago. How does this help them out? Other examples of the US military doing this (such as in the Philippines) exists too.



Am I a bad person for thinking these things?
