Push Notifications on the Open Web

Sweet Jebus, this is kicking my posterior region!

I get down to registering the service worker and I get the following error:

I have tried multiple permutations to try to get this SOB to go away, including loading the whole damn thing up to an https server and running a test from there. What unbelievably simple thing am I missing that will clear this whole mystery up?
