Cop runs over man, saves his life?

I was reading about this and was curious what other peoples opinions were. The "victim" had lost his mind, went on a crime spree and had a shotgun it appears. The cop runs him over at a decent clip, and the guy survives. The question is, did he save his life from eventually being shot to death, and was it the right move?

Personally, I side with the cop on this one because it ended with people living. Although, he did mess up the car pretty well.
