2nd Amendment against tyranny

Ted Cruz: 2nd Amendment Is 'Ultimate Check Against Government Tyranny'

What would firearms as an "ultimate check against government tyranny" look like? If you had to use guns to protect your liberty, I wonder who Ted Cruz imagines those guns would be aimed and, ultimately, discharged at? It's not going to be evil, corrupt politicians. It's going to be at the US Military and/or at local and state Police Officers.

Now, we have several instances of people shooting cops, seemingly in response to systemic police brutality. Is this Cruz's ultimate check against government tyranny in action? I wonder if he approves and, if not, what would did he imagine his rhetoric would look like in practice?
