What's the best most user-friendly image editing software?

I don't wanna be downloading anything like Photoshop or anything like that. This is for converting my pictures, for my profiles in some of the accounts I have opened in some websites, which require my images to be of a specific size, and extension (like JPEG). I need just a quick, easy to use program for doing that (preferably free).
