is an ipad mini the device to use as a mobile hotspot?

I am thinking of buying an ipad mini so I can play old apple games like bards take and the dungeon. I also like the idea of having a mobile hotspot when I need it. Would the Ipad mini be the mobile computer to buy or should I get an android or surface. The main thing I want it for it the hotspot.
