In the last few years there have been many floods around the world when a storm surge overtakes an area near a coastline or waterway. I recently saw a comment on a website where instead of extending condolences to the victims in Louisiana, the commenter stated that they were "sick of these people building homes where they are likely to be damaged or destroyed in a storm and then taking money out of our Federal budget to pay for "disaster relief" and rebuilding."
It got me to thinking about the reality that we've basically hit the point of no return with the sea levels rising. (PLEASE DO NOT DERAIL THIS INTO A DEBATE ABOUT GLOBAL WARMING)

Regardless of how or why the sea levels have risen, the fact remains that we are seeing more and more flood damage in the US and it's costing a fortune to pay for the rebuilding.
Is it time to put a restriction on properties built in areas that are prone to flooding?
