Most of these seem like reasonable changes to make to re-establish trust in local law enforcement. I'd probably want to see how far "demilitarization" and "defunding" is supposed to be handled and to what extent. Also, I could see a "local independent prosecutor" maybe not being a great idea, but maybe having a non-local independent prosecutor instead?
