These things are usually in stores in the US from a few weeks before Halloween to a few weeks after Thanksgiving. So from about 10 Oct to now.
I could swear I just saw some on a shelf today in a Wal Mart. I suppose the only reason they have not yet been pulled is because they have not nailed down the exact source:

(anecdote) I had one this year and the apple was absolutely disgusting looking. It was very tiny and very pinkish. Absolutely nothing like the last time I had one decades ago...
