The excuses are a hoot, things like "responsible spending". The GOP congress is telling scientists how to do science again, and deliberately barring extremely needed measurements and analysis.
Just like they voted a few months ago to bar the armed forces from considering military considerations of climate change. That one really is crazy, especially when all the Navy ports are out to sea in 30 years or so at current rates of change.
