Low dose Stimulation?

One issue came to my mind recently and want to present here for better understanding:

Due to evolution & modernizations, we do get various new and odd exposures due to which we may get( evolved, adapt or acquire) various inhibitory effects to our original/normal physiological activities to those odd exposures. Those may be by. adaptations, resistances, tolerances, dependences, addictions, insensitivities etc. Some of these should have some positive effects for survival other negative. I am not sure how all these can affect our basic health in absolute term--weaken or improve.

My confusion/question is:

Will any low dose stimulation (or reversal) of inhibited physiological activities not be harmful to inhibited physiological activities for positive purposes and beneficial to inhibited physiological activities for negative purposes?

{Request: Please do not make any issue about low dose or ineffective dose or even no dose whatsoever for the purpose of this topic)
