New PC spec

Our home PC is showing its age (its almost 10 years old), so we are looking to get a new one. As I'm a bit out of touch with new PCs these days, I would like some advice on what spec we should be aiming for.

Our usage is mostly:
CD ripping, basic music editing, storing/cataloguing a lot of music (mostly MP3s. Editing tagging etc.

Film: We plan to start ripping our DVDs, including our home recorded DVDs burnt on a Panasonic DVD recorder.

Photo Editing and compiling a few thousand pics (we have Adobe Photo Element 11

MS Office 2010 currently - potentially some large spreadsheets. and a Access database 20Mb.

Uploading pics to internet, and other regular internet use.

Games - not much. In fact I haven't played any for years.

Might dabble in some CAD in the future.

Some YouTube stuff, although we can just about use the TV for that.

I would also like to have two optical drives (eg. DVD drive and DVD read/recorder). Maybe BluRay recorder if its cheap enough.

As we are upgrading our broadband to fibre optic connection (Lightstream), A PC upgrade is especially a good idea.

Basically, we are just after a tower, as the scree/ keyboard are fine. The memory, processor, graphics card, motherboard etc are what I'm really not sure on.
