A young man chooses to drive himself and his wife after a night of drinking. Pursued by cops, he loses control and crashes, killing his wife in the process. The officer gets out of his cruiser and shoots the driver in the neck as he is crawling out of the car, paralyzing him.
The DA is not pressing charges since according to him the gun 'just went off' and the shooting was 'not justified, but not criminal'.
