16 states have more people in prisons and jails than college housing

According to a recent VOX news article with data from MetricMaps, sixteen states have more people in prisons and jails than college housing.

Any ideas on:

  • Why this is the case?

  • Why these States in particular have such high prison to college enrollment ratios?

  • What should be done to address it?




I will start it off with 10 ideas I posted in the crime thread on ways to reduce crime rates:



1. Make membership in a gang a Federal crime. With a gang defined as a group involved in violent, criminal acts. Also make material support (support other than providing weapons) to gangs a misdemeanor.



2. Seriously reform the prison system. Anyone suspected of belonging to a gang would have to wear new specially designed ankle cuffs that would prevent movement. Anyone found to be in a gang would have their prison sentence increased. With an entirely new processing system for those individuals added. Increase monitoring, increase reform programs, add rewards for those who do not engage in gang behavior.



3. Legalize all drugs except meth, and spend the revenue on prevention, treatment, and general State funds (roads, schools, etc.).



4. Support re-entry programs, including laws to make it illegal for companies to never consider potential applicants with criminal histories.



5. Citizens should encourage their States to enact Universal background checks similar to what was enacted in Washington State.



6. Utilize supervision and rehabilitation as a way to cut property crime rates.



7. Reduce costs for community colleges and select training programs.



8. Raise the minimum wage both Federally gradually, and in States.



9. Add more affordable child care options, and incentives for workplaces who help.



10. Provide paid leave options, as well as support for pregnant workers.
