Countering racism. A paradox?

The implication of the highlighted bit seems to be that if you're white, and you say race is arbitrary, then you're racist. So what are you supposed to say to be good? If it's not arbitrary, then what is it? Is it biological? Isn't that racist? If it's not biological, then how is it not arbitrary? What non-arbitrary standard is there, then? Or can we not "exclude the middle" (either arbitrary or non-arbitrary) here? So how do you counter racism correctly?

Yet does this mean that, paradoxically, to be non-racist you, if white, have to not marry non-whites and have children? (At least in America, since everyone who is a part of America is within that "SYSTEM" of oppression) But if I kept away from any relationships with non-whites, or I declined a marriage or sex because "you're not white" would seem... racist, and if I were to add it "you're not white" "so it'd be racist", it'd seem weird (and I'm not sure how well it'd go over)! How does this Paradox resolve? So "mixing" should never be allowed until racism is totally gone forever, which may not be for a very long time?
