When making public policy decisions, the proper order to consider competing interests is:
- Global - what is best for humanity in general without regard to political boundaries.
- National - what is best for the nation. (I ignore state because, in the US, states are really just administrative auxiliaries of the national government, or should be.)
- Local - what is best for the community you live in.
- Familial - what is best for your immediate family, if you have one.
- Individual - what is best for you.
