Does anyone else think Trump looks drugged?

I mean, I only watch the guy once in a blue moon. But I saw the Paris deal speech today, and my first thought was, "Jesus ****, what combination of benzodiazepines and opioids [and I may or may not have some knowledge of what I'm talking about] is this guy on?"

I'm perfectly willing to accept he doesn't drink. But really, does a normal, healthy human being speak like that?
