Is public dueling back?

In a thread topic from last November, Is this justified self-defense (getting a 404 trying to link it from archives), a man (Dan Murray) punched a woman (Emily Rand) in what was arguably self-protection. She was knocked unconscious and sustained skull trauma from hitting the concrete. Murray was not charged with any crimes, pending the police being able to question Rand (she has not been questioned to date). Emily's brother, Chris Rand, has posted on their public facebook page (linked below):

This sounds like a direct revenge/honor duel challenge. As it is 'fair' and 'in a ring', I assume it is legal. But where is the line (if there is one) in public dueling? What happens if Chris exacts his Hammurabian pound of flesh?
