Philly beverage tax.

What do you all think? Will Philly really raise a lot of tax money from this, or will people mostly get around it one way or another? Since you can just get around it by leaving the city proper, it seems like that option will be popular.

I have seen articles indicating that the city government is basically already spending the expected tax windfall.
