"Estatuto do Desarmamento" or "Disarming Statute" was a decreted made in 2003 (official government publication[378KB][in portuguese, sorry]). As you can see in chapter 1, article 1, it's a law to change how guns circulate and are aquired (munition included).
Translation:
It basically prohibited owning guns in national territory, unless you have authorization of the Federal Police.
Requistions:
a) at least 25 years old;
b) normal documents;
c) document proving why you need a gun;
d) criminal records;

Well, you can ask me. What are the problem then? Those documents needed are pretty fine. I completely agree, psychological tests should be done. But there's a problem in c). It's really hard to get this document. You can't just get it claiming that you live in a dangerous area, because every area in Brazil is dangerous now. Even if you can convince them, you are only allowed to have it at home. In the law there's a differentiation between carrying a gun and owning a gun at home. Civil are only allowed to have a gun at home, they can't transport it. (source)

You may ask if the population agreed with it. Not exactly... in 2004 a referendum was made to check with the population, and 2/3 of the population voted NO to it. (source). But nothing changed, the Catholic Church, our government, by that time president Lula (I made a post about him) and the United Nations was against the population.
The homicide rates are growing. According to IPEA, a federal organ, in 2004 there were 48,909 homicides, in 2014 it jumped to 59,627 (source, graphic)
But there are a lot of ways to kill someone, not only with guns. Well, in 2012, 42,416 people were killed from a fire gun, that's 5 per hour (source)
One may say that it wasn't made properly. People still own guns. In part it's correct. Honest doesn't have guns but criminal people still have theirs.
So even a restrict gun control like this, doesn't seem to work. Crimes are higher than ever. And ilegal guns are still being used by criminals.
So we're trying to revoge it. Last year, a project was presented in congress to revoge the statute and put a new one, that removes the c) requisition mentioned above (official government publication[228KB])
So, what do you think it didn't work? Would something similar work in the US?
